Staying in a hotel with a rating less than 3 stars can be a way to save money, but it often comes with a trade-off in terms of amenities, service, and even safety. While a lower star rating doesn't automatically mean a hotel is dirty or unsafe, it's a strong indicator of what you should expect (or not expect) from your stay.
